В международных методологических руководствах по ведению статистики внешней торговли (international trade statistics) стоимостную оценку экспортируемых товаров рекомендуется проводить на условиях ФОБ (f.o.b. value), т.е. по рыночным ценам товаров на границе страны-экспортера. Рыночная цена товаров на границе страны-экспортера - это цена производителя, увеличенная на размер, во-первых, торговой наценки; во-вторых, расходов по транспортировке товаров до границы; в-третьих, издержек, оплаченных импортером в связи с погрузкой экспортируемого товара на судно или другое средство международного транспорта; в-четвертых, налогов на экспорт. При формировании рыночных цен товаров на границе не учитываются расходы по уплате налогов с объема производства товаров, на которые предоставляются льготы при их экспорте. Стоимостный объем товаров в виде безвозмездной помощи определяется по ценам ФОБ аналогичных товаров, вывозимых из страны в результате внешнеторговых коммерческих сделок.
